The E4 and champion in the first run range from high 60s-low 70s. By the E4, you must be in your mid 50s-low 60s, and the nearest wilds are in the high 30s, I think low 40s in Victory Road. The wild pokemon levels are so low that it's ridiculous. Even if you adapt to using wacky and niche strategies against the boss trainers, you're going to be stuck grinding. In Vega, those options are scarce at the beginning and took me until the 4th gym for me to get a groove and the game becomes smooth up until the E4. Vega demands a lot from someone used to the general pokemon experience, even from ROMHacks, where you are given a lot of options, anything can be beaten, pokemon at your disposal to take care of boss trainers in terms of having a type advantage and whatnot. Those are mostly in the postgame area Sphere Ruins, but the 7th gym puzzle is pretty outrageous as well.
